For the preservation, protection, and maintenance of Lake St. Catherine
The Vermont Department of Environmental Conservation is announcing a public stakeholder process to receive input on proposed changes to Vermont’s Use of Public Waters Rules. Prior to moving these proposed changes through the formal rulemaking process, the DEC invites the public to provide feedback on the proposed changes.
To kick-off the pre-rulemaking process, the DEC hosted a webinar on July 1, 2025 to provide an overview of the rulemaking process and to describe the proposed changes to the Use of Public Waters Rules.

This webinar is meant to provide information to the public, prior to holding public meetings, to help guide public comments to specific topics addressing changes to the Use of Public Waters Rules. The DEC is soliciting comments on specific topics, but all comments are welcome and will be considered equally.
As part of the pre-rulemaking process, the DEC is hosting two public meetings that can be attended in-person, or virtually. These meetings provide an opportunity for the public to submit comments and suggestions on the proposed changes, prior to entering formal rulemaking.
The first meeting will be held on July 30, 2025 at 6pm at VTrans Dill Building, 2178 Airport Road, Barre, VT 05641.
